Must one go to the top of a lighthouse for it to count? I've only done that once, and the narrow spiral staircase freaked me out.
Michigan has only 116 lighthouses (according to the book) but then it's only a state, not two countries with many centuries of maritime history.
I hadn't heard the term 'bagging' before, either. Knowing journalists' tendency to look at any kind of hobby with slightly bemused incomprehension, it could be they've misunderstood it, or taken it to be an official term when it isn't.
